The council of the Aix-Marseille-Provence Metropolis has given a favorable opinion for the creation of an Operation of National Interest (OIN) in the Fos and Étang de Berre gulf area, marking a key step for the region's industrial redevelopment and decarbonization.

This decision, made on October 15th, aims to accelerate decarbonization projects, strengthen industrial and energy sovereignty, and support sustainable reindustrialization of the main industrial hub in the region.
The OIN, planned in the Fos-Berre strategic roadmap and the Partnership Development Project (PPA) validated in 2025, will facilitate the establishment of new industrial activities and the modernization of existing sites. Its scope covers over 7,000 hectares of port, energy, industrial, and aeronautical land, thereby securing the productive vocation of these strategic areas.
The Fos-Berre basin is a major industrial and logistics hub in France, bringing together nearly 50,000 jobs and over 1,500 establishments in sectors such as steel, chemicals, energy, port logistics, and aeronautics. It also plays a crucial role in the ecological transition, accounting for 25% of French industrial CO₂ emissions and 40% of regional emissions.
The Metropolis has attached several conditions to its approval, including maintaining close governance with the concerned municipalities, financing transport infrastructure, networks, and housing, as well as mobilizing land resources adapted to industrial needs. The goal is to reconcile economic development, quality of life, and ecological transition.
Key figures for the OIN include 7,000 hectares concerned, 50,000 jobs in the basin, 1,500 industrial and logistics establishments, and €679.5 million programmed within the 2026-2030 PPA.
