RTE and Enedis have launched the Flexibility Portal, an experimental platform for two years in ten departments of southwestern France, aimed at optimizing the electricity grid.

This new digital platform, launched experimentally for two years, aims to streamline the connection between grid operators' needs and market players' proposals. It is deployed in ten pilot departments: Ariège, Aude, Gard, Haute-Garonne, Hérault, Landes, Pyrénées-Atlantiques, Hautes-Pyrénées, Pyrénées-Orientales, and Tarn. The initiative is part of deliberation n°2026-161 from the Energy Regulatory Commission (CRE).
The use of local flexibilities, which involves temporarily adjusting electricity consumption or production, is crucial for supporting the electrification of uses, integrating renewable energies, and optimizing existing infrastructure. This experiment will assess the benefits of an innovative digital solution for purchasing these flexibilities.
Developed jointly by RTE and Enedis, the Flexibility Portal consolidates the needs of both grid operators on a single interface for the first time. It offers a harmonized framework for market players, providing consolidated visibility on local flexibility needs and simplified access to calls for tender.
This new organization is expected to significantly reduce implementation times, from the usual 4 to 5 months to just 4 to 6 weeks. This increased responsiveness benefits territories, market players, and the energy transition.
