The Agricultural Rearmament Fund is experiencing strong momentum, with 54,672 applications received in the week of October 12th, a nearly 50% increase from the previous week. Several regions, particularly Brittany, Pays de la Loire, and Nouvelle-Aquitaine, show particularly strong submission dynamics. Initial payments, amounting to several million euros, reached farmers' bank accounts in early October, with the majority of disbursements expected by late October or early November. The fund's national reserve of €21 million will also be deployed to support struggling sectors and regions.
Regarding the coverage of social contributions, 3,106 applications were sent to the MSA (Mutualité Sociale Agricole) by October 12th, and 1,776 payment schedules have already been granted. The allocation of the social contribution coverage envelope among local MSA branches was validated on October 14th, enabling the operational deployment of the scheme. The MSA has also strengthened its support for farmers experiencing distress.
The fertilizer purchase aid window has received 7,248 applications, with a projected amount of €17.1 million. To facilitate access, the minimum aid threshold has been lowered from €750 to €350, the option to submit a purchase order has been introduced, and the eligibility period for purchases is extended until December 31, 2026. The total aid amounts to €145 million.
Over 5 billion euros in advances for the Common Agricultural Policy (CAP) aid have been disbursed progressively since October 16th, providing essential cash flow to farms facing drought, heatwaves, and rising costs.
The aid windows for agricultural non-road diesel (GNR) for April, May, and June are nearly settled. The signing of a decree will allow these campaigns to reopen for farmers who could not submit their applications within the initial deadlines. The Prime Minister's decision to release 10 million barrels of diesel will increase the aid per liter up to 35 cents.
The property tax relief on non-built properties (TFNB) is being mobilized across territories, with rates varying from 20% to 100% depending on production and observed damages, providing complementary support to farms.
In total, over 400 million euros are mobilized for crisis aid, including €215 million for crop insurance, the agricultural rearmament fund, and the exceptional support window for agricultural GNR.
