The French Authority for the Regulation of Audiovisual and Digital Communication (ARCOM) has issued a formal notice to Oskar Editeur for failing to comply with its obligations to deposit digital files with the National Library of France (BnF).

The decision, dated September 30, 2026, follows multiple breaches identified by ARCOM regarding the deposit of digital files of works, a legal requirement for publishers.
Under the intellectual property code, particularly Article L.122-5-1, publishers are required to deposit digital files of works with the BnF in a format that facilitates the production of adapted documents. This deposit is mandatory and must be made within forty-five days of the BnF's request.
ARCOM has found that Oskar Editeur has not responded to any of the sixty-five requests made since January 1, 2022. These requests, from the National Library of France, concern the deposit of digital files for various works.
In light of these repeated failures, ARCOM has decided to issue a formal notice. Oskar Editeur is therefore required to proceed, within two months of the decision's notification, with the deposit of the digital files for the works in question. The company must also comply with legal obligations in this regard in the future.
This decision will be notified to Oskar Editeur and published in the Official Journal of the French Republic and on the Authority's website.
