The 2027 Finance Bill, presented on October 1st to the Council of Ministers, proposes a new reduction of €25 million in resources collected from artisanal businesses for the CMA network. This measure follows an already negotiated reduction of €7.25 million with the State. CMA France urges parliamentarians to uphold this initial commitment.
According to CMA France, this additional €25 million cut risks "annihilating the modernization efforts" undertaken by the network since 2023, which aimed to lower operating costs and improve services for artisanal businesses. The organization points out that annual changes in regulations make it difficult for companies to plan.
Accepting this reduction would effectively mean eliminating the CMA network just as it completes its transformation, at a time when artisans, considered France's primary businesses, need it the most. CMA France therefore calls on parliamentarians to respect the trajectory negotiated with the State, emphasizing that this tax funds services for artisans, not state deficits.
At the end of 2022, the network agreed to a €60 million reduction in the ceiling for the Tax for Financing Chambers of Trades and Crafts (TFCMA) for the 2023-2027 period, decreasing from €203.149 million to €143.149 million, a reduction of over a quarter. For 2027, the initially planned reduction was €7.25 million.
The 2027 Finance Bill combines the TFCMA and the tax on micro-enterprises for the first time, forecasting a total reduction of €25 million. CMA France requests adherence to the negotiated amount (a €7.25 million reduction and a TFCMA ceiling of €143.149 million) and that the tax on micro-enterprises not be capped, as in previous years.
